CREST - CSPC Recruitment Evaluation, Scoring & Tracking
A modern, end-to-end recruitment platform for the Camarines Sur Polytechnic Colleges. Applicants sign in with Google, apply online and follow every stage of their application, while HR, the evaluation panel and the College President work on connected pages — from document screening and examinations to interviews, final rankings and the hiring decision.
CREST centralizes the full hiring lifecycle for CSPC. It replaces fragmented manual workflows with a transparent, role-based, and trackable process from job posting to the College President's hiring decision.
Each module is designed to reduce processing time, improve consistency, and support evidence-based hiring decisions.
Create and publish vacancies with deadlines, place of assignment, qualification standards, document requirements and the assigned evaluation panel. Applicants whose qualifications fit a new posting are notified that they can apply.
Once a posting closes and its shortlisting is scheduled, HR and the assigned panel verify each applicant's documents against the qualification standards and mark them Qualified or Not Qualified.
HR schedules the written and work sample (practical) examinations, sends each qualified applicant a Notice to Qualified Applicant, and encodes the grades against the set passing scores.
Applicants who pass the examination are scheduled for a panel interview. The panel reviews their documents, and the panel chair records the Behavioral Event Interview score.
The Comparative Assessment Matrix (CSPC-F-HR-80) totals the written exam, work sample, behavioral interview and performance rating, ranks the candidates, and is published to the College President.
The College President reviews the published rankings, may schedule a final interview, and appoints the selected candidates for each vacancy.
The office's official letters — Notice to Qualified Applicant, Notice to Non-Qualified Applicant and Letters of Information — are sent by email, text message and in-app notification, each with its delivery status.
Applicants apply online, upload their requirements, fill in the Initial Assessment Matrix and their Personal Data Sheet (CS Form No. 212), and follow each application in My Applications.
Audit logs, recruitment reports, role-specific dashboards and schedule calendars (with Google Calendar sync) keep every step visible and accountable.
The current implementation follows this standard order across the system modules.
HR publishes the vacancy; applicants submit their documents and Initial Assessment Matrix before the deadline.
After the posting closes, HR and the panel verify the documents and mark each applicant Qualified or Not Qualified.
Qualified applicants receive their exam schedule; HR encodes the written and work sample grades.
Applicants who pass are interviewed by the panel, which records the behavioral interview score.
Ratings are consolidated in the Comparative Assessment Matrix, ranked and published to the President.
The College President appoints the selected candidates; the others receive a Letter of Information.
Role-based permissions protect sensitive data while giving each group the tools they need.
CREST is designed to support objective hiring and traceable decisions.
Google sign-in only, role-based access to each portal, automatic sign-out after inactivity, and locks that keep documents from changing while they are being reviewed.
The merit system's qualification standards, recorded scores and an audit trail of every review, grade and decision keep each stage consistent and traceable.
